Energy-Labelling, essential for lamps
Energy labelling for electrical lamps und luminaires will be ruled newly: From September 1st, 2013 the packaging of almost all newly traded electrical lamps and luminaires (with bundled and unbundled light) have to show the new label of Energy Efficiency. This is legislated by EU-Ordinance 874/2012).
That rule covers:
- lamps (including halogen lamps with bundled light),
- fluorescent lamps,
- high pressure gas discharging lamps,
- LED-lamps and LED-modules.
Also covered by the new rule are lamps, which are integrated into furniture, as long as the lights can be changed by the consumer, or if spare lamps are being offered complementary (for the purpose of changeability) and in some further cases regarding the marketing of the lamp in question. Exceptions are just being made for example for LED with less than 30 lumen, the key figure of energy consumption, along with some other, special lamps.
The new label has got quite a few names; it is called EU-label, Energy-label, Devices-label, Energy-Saving-label and so on. Its task is to inform consumers exactly and clearly about the energy consuming character of lamps to make it easy to comparable them with competing products. If the required information isn’t provided exactly according to the new regulations – on the product, on the packing, on the lamp label, in advertising and/or competition-related presentations ¬- the lamps in question loose market-access.
Important note: The duty to label is only valid for lamps and LED, which are firstly marketed after September 1st, 2013. That means that before stored products must not be re-labelled for trade.
Manufacturers and suppliers have to provide enlarged information as well in the internet.

Labelling also for luminaires
For march 1st 2014 EU has announced the next step of labelling: From then on traded luminaires have to be labelled according to the new rules. Also furniture, which is offered with lighting products, sometimes has to be labelled. The duty to label following the new rules is also valid for Online-trading. But it is just meant for luminaires, which are firstly traded after March 1st, 2014. That means that before this date stored lamps mustn’t be re-labelled for trade.

EU-Directive 1194/2012 requires energy efficiency
Escorted will the new labelling legislative of EU be by the parallel freshly worked out Eco-Design-Ordinance for LED and lamps (1174/2012). This ordinance, aiming for environment-nursing Design, passed law in 2012 already, to generate higher energy savings in Europe. For the year of 2020 it‘s planned to use 25 Tw/h (Tera watt hours) less energy (for the product group of bundled lights) than it would be the case without new regulations. That targeted saving is equivalent to five percent of the current annual energy usage in whole Germany.
To match the ordinance, manufacturers of lamps and LED have to fulfill:
- The least requirements regarding energy efficiency of lamps and light devices,
- Requirements regarding the operating characteristics (like cycling endurance and preservation of luminous flux.
- Information escorting the lamps, the packaging, the luminaires and their technical data sheets.
- The rules for production for lamps and luminaires with drivers and ballasts and steering units (dimmers, switch timers) as well as transformers for halogen lamps.
Exceptions exist for special products only, like flashlights for cameras, infrared lights, street signals and all sorts of lights whose main purpose isn’t to enlighten a certain area. Further on not covered be the new regulations are lighting products which are installed in devices like refrigerators, sewing machines or analyzing equipment like microscopes. But make no mistake: If the lighting for those equipment is being marketed separately and doubtlessly as lighting product, then it loses status of exception.
Bundled lamplight and reflecting lamps light will fail to match the new EU-Eco-Design regulations from September 2013. Therefore they will disappear, like unbundled bulbs already did, from the market.
